Yea it does, and it's why I like the Hetalia fandom so much. There's really a varied way a lot of it can be interpreted. This is just one of it.

It mostly came out of a discussion I've been having during Western Civ about how the New World Empires get glossed over and forgotten unless you specifically study them. Which is a bit sad imo. Too many people have no idea of who the Olmec or the Clovis were and what they meant to the New World.
