This has to be one of the most complicated relations out there in this 'verse, even taking into account Arthur/Alfred angst. So here goes.
France and Prussia had been involved for a long time. A very long time. Somewhere along that time however they fell into bed - and the end of their friendship. They had a lot of hatesex throughout the centuries - ending up WW 1 & 2 . Prussia was intensely possessive of France when it came to national relations. Even though he'd never make a formal commitment, he all but considered France his.
The problem was this. The Prussian house was incredibly harsh on Subs. Rebellion wasn't tolerated and living conditions as a Sub in Prussia had to have been awful for the first couple of centuries. They weren't very concerned with safety at all. The French house on the other hand does not tolerate abuse of it's subs (it's all but unknown there.) There's a lot of personal freedoms and such French subs get due to being a member of the French house.
France and Prussia are good match despite that. It's just there's so much hate and pain there that they can't tolerate it and end up taking it out on each other. France is a sensual Sub who is well trained and is thoroughly aware of his own sensuality. He's comfortable in his own skin. Prussia on the other hand is a Switch trained as a Dom. During the time he grew to maturity Switches were often ostracized so he was trained solely as a Dom and denied his other needs. This was reflected in the Prussian house, which grew more and more violent and darker as he kept denying himself. The tear in his own needs drove him next to madness, lashing out at everyone around him.
He did not treat France well during WW2. Because his treatment of France was documented, the various nations gathered to pass judgment on him. They gave him to Russia (resident boogyman) to see if he could be saved. No one wanted to kill Prussia; they wanted instead to see if he could be saved.
Prussia's time as a Soviet satiliete had changed him drastically. For one, Russia realized Prussia was denying a very real part of himself - and the denial had led to serious mental issues. The only way to 'fix' him would be to tear him down and rebuild him back up. It wasn't meant to be cruel. All the European nations, including France and Germany had to agree to this before Russia would take him on. France did so guilty - he still loved Prussia despite everything. Germany was equally guilty - he felt he'd failed to prevent his brother from falling deeper into madness and had ended up infected by it.
After the wall came down everyone was shocked by the change in Prussia. Russia had done his job and done it very thoroughly. Canada took Prussia in as a favor to Italy, who was hurting over how much Germany was hurting over his brother.
Prussia healed with Canada. Canada's gentle firmness was what he needed without being cruel. Canada showed him how to deal with the new silence and give he had. Canada for his part began to really understand what it meant to be a Dom someone, something he'd never really had the chance to be before. After a lot of discussion between them, they decided as a pair to bring France into their relationship. Canada had always loved France, and Prussia still loved him as well. France for his part had been celibate since WW2, and it took a lot of convincing for them to bring him into their relationship.
It took a long time. France couldn't bottom for Prussia alone. Too much memories, too much pain there for them to do that. Prussia only trusted Canada to top him. Canada's own strength keeps the two from tearing each other apart again. He's very much both their Doms, but on occasion he'll bottom for Prussia. They form a sort of equilateral triangle of sorts. Each of them keeps each other safe and sane.
