How the House system works in this universe:

Most nations as previously mentioned have a National House, ie: The UK has the Imperial British House, which combines the branch House of England, Wales, Scotland and an Irish Branch into 1 house. Ireland does have their own, but a branch is maintained within the Imperial House. North American countries are unique as they don't really have their own national houses. However most countries that were colonized – India, most of Africa, Australia, ect, have a dual system. The system is that their national House is considered the primary house of that Nation. So Australia has the Red Rock House as his national house, but most people in Australia also dual train in the Imperial British House due to inheritance. Inheritance is passed down from usually passed from parent to child, but is not determined by either one's inclination, but not always.

Examples

1. Jane's parents are Bob and Mary. Bob is a Dom, born in Canada and trained in both the Imperial British House and the National French House. Mary is also Canadian and is a Sub, but she only trained in the Imperial British House. Jane is a Dom. She has an inheritance to both the Imperial British House and the National French House. She gets both parent's inheritance to the Imperial House, so she attends there first. If she wants later, she also can go to the National French House for a secondary education, but she is going to be primarily considered an Imperial British Dom.
2. John is from South Africa and is a Sub. His parents are both South African and only his father trained in the South African national house. Given that South Africa was a British Colony, and are part of the Commonwealth, they still are considered part of the Imperial British House, so John can attend either house, but will prolly go to his national house first.
3. Mary is Russian, but was adopted by a couple from France. Unless her Russian parent(s) specifically gave her an inheritance, she will receive her adopted parent's inheritance.
4. Nick's parents are Greek but immigrated to Italy, and he was born in Italy. Because he was born an Italian citizen, he gets access to that house, but also to his parent's house.
5. Gretchen's parents are Canadian. Both parents trained at the Imperial house, but Gretchen's inclinations are vastly different from what the Imperial house offers. She can apply to train at the House that best matches her inclinations, but there is no guarantee she'll receive it. If she does, her children will be able to inherit from her from that house.

Being a part of Houses are important because of what they offer. In this universe, children receive a very broad and complete sexual education that goes beyond abstinence through grade school. When they reach the age of maturity, usually 18-19, they have the option of taking a 1 term schooling through their national house. It's considered to be a bit like college; not something you must do but something that nearly everyone does regardless. It's not just an in depth-sexual and kink education, but also houses teach in-depth on physical health, nutrition, exercise, how to function as an adult (how to cook/clean/laundry/keep up credit score, balance bills, ect).

Most branches will provide low-cost day care or pre-natal care for both parents. Single parents are almost unheard of. Given that birth control is as part of life as, say, brushing your teeth in the morning, accidents are rare. Most countries have laws prohibiting separating a submissive parent from their child. As Pleasure Houses progressed through history they became less of something that only the rich could do, to something that helped support without being a part of, a nation.

Most houses will usually take young adults for 1 term, which is sort of like an Associate's degree or Bachelor's degree. Anything beyond that is normally at the House's discretion. They may refer someone to a different House to learn something the other house specializes in. They may take someone for a second term for an even further education on the specialties of that house, a bit like a Master's. A third term is something done rarely, and is rarely declined. A third term is a bit like getting a Doctorate. For Dom's they become a Master of that house, and for Subs, they become the Consorts, Roses, and the like of their Houses.

Fourth terms are once in a lifetime chance and almost never turned down, as to earn that means that, that person who receives the invitation for a fourth term will be considered for the position of the Head of the House, in charge of either the Doms or Subs for that house. To earn that, the various people who have attained a third term vote on the small selection given to them by the outgoing Head. When a majority (it various from House to House from Austria's 70% majority to Japan's 100%) is reached, the invitation goes out. The candidate then goes through an intense process, attending every branch and facility that house has. When the outgoing Head finally steps down, a second vote happens, and one person is selected from the tiny pool of people left. An outgoing head can be 'forced' out by a vote of no confidence, however such things are rare and considered highly disruptive. They're similar to how a President is impeached.
